The Colombian National Government has been developing peace negotiations with the armed group Colombia Revolutionary Armed Forces FARC-EP, in Habana (Cuba). Since the beginning of the negotiations, President Juan Manuel Santos has said that the agreement will be approved by the Colombian people through a constitutional referendum. According to the doctrine of the Constitutional Court on reforms to the Political Constitution, the constitutional referendum would not be the way to approve these agreements. It is necessary to implement a National Constitutional Assembly.
