This article analyzes the Congress of Panama taking into account three perspectives: the theoretical foundations of Jean Jacques Rousseau and Abbé de Saint-Pierre that influenced the project conceived by Simón Bolívar, the setting of international law during the nineteenth century and finally, the political and legal analysis of the Panama Congress, its legacy and importance.
