Abstract

In 2008, Estación Central underwent a verticalization process whose magnitude will drag a series of socio-spatial conflicts. In 2015, the first neighborhood organization formalized against the effects of this phenomenon, and in 2017, the case was installed in the public debate. In 2017, taking this scenario into consideration, an ethnography of participation was carried out, whose objective was to analyze the participatory practices related to a group of leaders and neighbors' commune urban planning that initiated a problematization process of this public evil ( Cefai, 2011). The other objective was to understand how the ideal of deliberative democracy is tested within this group of individuals. The conclusion drawn is that the mise à l'épreuve of deliberative democracy expresses in the complexity of the symbolic universe defined by individual and collective experiences of discovering one's positions in the face of this public evil.
