Abstract

This article is the result of a research with the aim of rebuilding the historical review of the first 20 years in the program "Amas Externas" (Foster Mothers), implemented in the city of Mendoza (Argentina). The applied methodology corresponds to the category of retrospective ex post facto studies under an instrumental case study and the discourse analysis of these actors. The analysis units were documented and oral primary sources (testimonies or key informants). The program started in 1978 with the objective of providing an alternative home for children living in macro institutions (MI). The program involved the selection of a woman who could foster a young child in her home for a limited period of time. In spite of the program's manifold constraints, it can be said that the program was a groundbreaking system compared to the existing MIs.
