Abstract

This article shows the problems in the defense of human rights in a globalized world. It makes clear that human rights, despite the theoretical controversy, may be conceived as a moral category, made up of values that are interrelated with human dignity. It also shows that though they are classified as supralegal, because they exist independently of the legal recognition of States, their warranty and operation depend on the incorporation of these values to the national and international legal systems, so that they commit the centers of power to their observance and protection.
