Abstract

BURGOS, Karla Rodríguez  and  CAVAZOS GUAJARDO SOLIS, Marcela. The Participatory Budget as a mechanism for citizen participation present in the States of Mexico. Justicia [online]. 2021, vol.26, n.39, pp.91-106.  Epub May 20, 2021. ISSN 0124-7441.  https://doi.org/10.17081/just.25.38.4613.

The objective of this study is to identify the legal support for Participatory Budgeting by applying a comparative content analysis of the mechanisms and laws of Citizen Participation in the 32 States of Mexico. Among the results obtained, it was detected that 29 of the 32 States of Mexico have legal support on the issue of citizen participation and only 4 of these include the Participatory Budget as a participation tool, which is presented as an area of opportunity for the States to more actively involve citizens, since this tool is a globally successful form of active involvement of citizens in participatory democracies, allowing them to directly make decisions, exercising the budget where they consider it a priority.

Keywords : Participatory democracy; Mechanisms for citizen participation; Law of Citizen Participation; Participatory Budget; States; Mexico.
