Abstract

The Regulatory Plan for Mendoza was one of the first official attempts to implement a tool for urban management in Argentina. The competition for the Plan was launched by a particular feature of the years of liberal-conservative government: the "permeability" of the proposals of the technical field in the political arena. We propose to analyze the thought process of the Plan on the basis of the historical method, focusing on the specifics of the call and the choice of the winning team, taking into account the trajectories of the agents. We understand that this planning intention of the city was a clear example of how the political and technical objectives expressed by the premises associated with modern urbanism, making himself the paradigm of "regulated city" in the Argentina of the 1940.
