Abstract

The concept of housing aimed at low-income populations in the geographic area of study is reduced to its physical and spatial conditions, and it is not understood as a component of habitat, and to this extent is defined by city planning entities from endogenous attributes, denying other factors inherent to human dignity, the act of dwelling and ownership of the environment as a condition of sustainability, which as elements of a system, cannot be analyzed in isolation. Given this concept, we used the tool -Environmental System Sector or -SAS-(for its abbreviation in Spanish) the proposed methodology by the Strategic Environmental Assessment, to represent systemically the housing model, its regulatory framework and key policies and speeches on the subject.
