Abstract

The article analyzes the euphemistic and methodological treatment that history has been given to poverty and social exclusion in the world, particularly in Colombia, conceiving it as a relevant and methodological phenomenon, and covering up its true structural causes. Likewise, a critique is made of the development policies promoted by multilateral organizations and by the Colombian Government, it is emphasized that they have not had a continuity and that, on the contrary, are due to relevant phenomena. The research is based on systems theory examining the statistical mutation of the poor with the new qualification of vulnerable class. The results show a decontextualization of misery and a euphemistic treatment that, with figures, and sublimated benevolence of bioethical principlism, frustrate the present, and with unattainable projections condemn the future of a high percentage of the population.
