Abstract

There are national and internationally promoted organizational systemic schemes of CT&I, which allow to manage the innovation and to generate innovative capacities, which contribute to the increase of the levels of economic growth of every national State, in an induced and accelerated form above "macro-context", ignoring largely "meso and micro-context" that takes place in the dynamics and own style from every organization at local, regional and national level. For this reason, the text develops in five parts; the first one tries to bring the reader over to fulfilling an interpretation of which has been the significance of science and technology as ideology in the productive world? From a sociological sensitively critical perspective; the second one approaches why to study the SNI and the EI in Colombia?; the third sample, how to study the SNI and the EI in Colombia?; the fourth one illustrates why study the SNI and the EI in Colombia complementary form?; and finally some conclusions are in expressed.
