Abstract

Objective. In Brazil, the context of implementation of health policies and, more specifically, mental health is characterized by significant changes. The municipality of Porto Alegre, capital of Rio Grande do Sul, has been at the forefront of mental health-related experiences that cause paradigmatic changes. At the same time, ways of thinking and acting are found which are resistant to change, and are focused on the biomedical model of care of the population. This article seeks to analyze the problem of this dynamic from the perspective of integrality, one of the conditions of the Unified Health System (SUS). Methods. A qualitative approach was used, associating complex thinking with the theme-field perspective, and analyzing the production of meanings in daily life, through discursive practices. The definition of the theme field was focused on the different areas of the planning, management and evaluation of mental health practices. Participants were people from those areas, including students, workers, managers, users and their families. Data were collected through field diaries, oral records of work sessions and public domain documents on the subject. Results. The research resulted in the evaluation processes of social practices involved in the field of mental health, and the preparation of strategies to face the challenges presented by the prospect of integrality in health. Conclusions. Integrality and complexity are highlighted as strategic operators of the approach to the subject in question, and in the pursuit of permanent construction of inclusion practices in mental health.
