This is a qualitative descriptive study that looks at the way in which the category of childhood was constructed in Chile's social policies between 2002 and 2012. The study is framed within the Theory of Collective Social Concepts. Through analysing presidential speeches and the speeches of those who have implemented childhood policy in the District of Concepción, the study identified the dominant collective social concept of a 'child as an object of protection' and the emerging concept of a 'child as a social subject'.
