The aim of this paper is to present the current situation of intellectual property regarding the access to information in scientific activities in Colombian universities, based on current regulatory developments. The methodology is qualitative, relational and explanatory. Documents and standards in scientific research and intellectual property were reviewed using documentary analysis techniques. The findings revealed important information on the protection of scientific and academic outputs, but also a normative absence and fragmentation in intellectual property policies in regard to the access to information. Open access efforts operate as an opening of knowledge toward the world, but not vice versa. There is no public policy of access to foreign productions.
