From an ethnographical approach of the set up process of a development program in indigenous communities, we propose to uncover the emerging conflicts between the 'Letter Cooperation', signed by the Argentine State and the Inter-American Development Bank, expressing both the episteme of domination and a microphysics of everyday resistance displayed by the Chief Council of the Seven Tribes. The bargaining power of the indigenous organization established them as the development brokers responsible for implementing the different "indigenous" projects. The analysis of this process allows us to reflect on the relationships between the Argentine State and the international funding agencies that govern the indigenous organizations.
