This work is based on the hypothesis that the absence or weak presence of the Colombian State in its peripheries, in this case in the department of La Guajira border with Venezuela, has enabled through the history NSAs build parallel powers based on the use of force and violence. Thus establishing basic social and economic order that allows connivance. In much of La Guajira, especially on the border with Venezuela, violence has become the medium used for the resolution of tensions and social conflicts, violence and those who administer or exercise it have become the dynamic element of the development of life in common.
