With their new threats, different intensity levels, and hybridization between conventional and irregular conflicts, today’s conflicts, imply new challenges in the face of which states’ strategic intelligence sometimes lags behind. This article analyzes the transformations of wars in the developing international system through three thematic axes. First, it addresses the transformations in the instruments and methods of hybrid, unrestricted, and asymmetric wars. Secondly, the conflicts’ levels of intensity and what this implies in terms of threats and their strategic conduct are examined. Finally, lawfare or legal wars and their use for the strategic interest of some actors -in a mixture of political-military strategy and law in the new world order- are analyzed.
