The crisis of the Bolivarian project in 2013 placed under review civil-military relations. The matrix of those formulated based on the Bolivarian project, and the status of the defense sector presents a particular scenario. The authors enrolled although this project within the Populism, note that obey an ideological and not purely individual interpretation or discretionary (charismatic), but the finding of a de facto power in Venezuela this life that is long (the military), but with new since the rise of Chavez to power features. Having a special interest the Constitution of 1999, that opened a new era in Venezuela. A project both national, both international, or, in the Chavista language, Grannacional. The methodology is an historical - analytic approach, describing the most representative events of these relations.
