While paradiplomacy was initially a marginal issue within the discipline of international relations, it has gained considerable relevance in the last decades to the point that is has become a key element in the current international scene. The European Union (EU) is the precursor and most dynamic area of paradiplomacy. Therefore, the objective that guided the preparation of this paper is to characterize paradiplomacy in the regulatory framework of the legal structure that makes up the European Union using a descriptive and documentary method. This article concludes that the Committee of the Regions is a sui generis opportunity for subnational participation in the supranational sphere.
