Abstract

This paper deals with the topic poorly studied by Colombian historians, namely, the processes of the formation of departmental entities as a result of the territorial planning in Colombia during the first decade of the 20th century. The author focuses his attention at the rules of the games established by the Governor and the Assembly of the Department of Valle between 1910 and 1949, especially, as ordinances with regard to branches of government, infrastructure works, and social control are concerned.
