The purpose of this article is to analyze the recommendations that were issued by the Human Rights Commission of the State of Puebla (CDHEP) to the public authorities for violations of the human rights of Central American migrants during the period 1993-2016. The research question that is posed is whether the compliance of the recommendations derives the reparation of the violated rights of the migrant victims. The results obtained reveal, on the one hand, that the Commission began receiving complaints from migrants as of 2013; on the other, that in the entire period analyzed, only twenty-nine complaints were received from this vulnerable social sector (2013-2016), of which only three were concluded due to the issuance of a recommendation. Finally, it was found that compliance with the recommendations on migration matters did not imply the restitution of migrant victims in the enjoyment of their violated human rights.
