Abstract

This article describes the problems that technology programs face in Colombia, which are classified into legislative, comparative, and sociocultural aspects. It also identifies a conceptual confusion that has created a circular problem between imprecise legislation and a cultural bias against this kind of programs. Consequently, this paper suggests reconsidering technology programs as heterogenous systems of actions and practices composed of agents, artifacts, different types of knowledge, norms, and values. Furthermore, it proposes to understand different technology programs in Colombia (technician, associate, and bachelor’s) as practices to develop specific competencies for designing, innovating, operating, maintaining, or repairing particular technology systems within a framework of norms and values. Finally, it presents an epistemic framework to characterize the levels of technology programs in a qualitative scale that relates types of knowledge (explicit/implicit or representational/operational) to innovation and design capabilities.
