Abstract

The article analyzes the project Operando Policarpa, a local development initiative in Bogotá resulting from the alliance between the District Secretariat for Economic Development and a Colombian NGO (Red Adelco). This entrepreneurial project provided technical assistance that benefited 280 dressmakers working informally in the Policarpa Salavarrieta neighborhood. The project fostered partnership initiatives that led to the construction of social capital among some of the beneficiaries. The article discusses these proposals by focusing on the social actors involved in the historical development of the project.
