Abstract
PENA ARAGON, César Nicolás and RESTREPO SUESCAL, Mauricio Andrés. The Transition to Civilian life of the FARC-EP: Between the Imagined Reincorporation and the Implemented Reintegration. Trab. soc. [online]. 2023, vol.25, n.2, pp.243-267. Epub July 02, 2024. ISSN 2256-5493. https://doi.org/10.15446/ts.v25n2.101903.
The reincorporation envisioned in the Final Peace Agreement questioned the bases of the reintegration model proposed in 2006. This model followed the standards integrated in DDR, formulated by the United Nations, and implemented in the country through the Colombian Agency for Reintegration (ACR), known today as the Agency for Reincorporation and Normalization (ARN). However, this effort to formulate an alternative model did not go beyond the semantic discussions and, ultimately, reproduced the individual scheme of socioeconomic incentives, which has been characteristic of the reintegration processes developed in the country during the last decade. The formulation and adoption of public policies by an institutionality lacking participatory spaces, as well as the collective commitment, and the territorial approach to Agreement's reincorporation, limited the possibilities of carrying out what was agreed. The former members of the FARC-EP ended up subsumed in the previous model that privileges social and economic stabilization as a measure to achieve security scenarios that aim to allow the construction of peace.
