Abstract

DIAZ RINCON, David Fernando  and  REINA BRAVO, Yecid Mauricio. A critical view at the occupation model proposed by the Villavicencio Land Management Plan. Rev. Ciudades Estados Política [online]. 2020, vol.7, n.2, pp.43-58.  Epub Dec 14, 2021. ISSN 2462-9103.

From its purpose and vision of city, the Land Management Plan (LMP) of Villavicencio (Agreement 287 of 2015) proposed a change in the occupation model: to move from monocentric to polycentric, in order to improve the capacity, coverage, travel times and transportation. The creation of alternative centralities different to the historical center raised the need to project an urban structure based on the harmonization among multiple components of the city, such as mobility, land uses, urban support infrastructure, urban treatments, environmental component and the new centralities.

The research objective was to evaluate the change of occupation model, the valuation and recognition of elements that modify the urban structure of Villavicencio, based on te documental review of the Agreement 287 of 2015 and its supporting technical documents, besides the monitoring of the Municipal Administration actions during the first four years of application of the change of model. Based on the documental analysis, it was dealt with phenomena which, from sociological and urban economy approaches, can modify the urban structure, limiting the aspects with applicability for Villavicencio. From this, with the results' interpretation of the methodological design to recognize the preferences, displacement frequencies and accessibility perceptions, the evaluation and recognition of the structuring elements that modify and support the urban structure were established.

Keywords : compactness; dispersión; occupation model; monocentrism; polycentrism.
