Abstract

This article makes a normative retrospective on the international opening of Colombian cities with special reference in Bogotá D.C. The purpose of the research lies in the investigation of the process of regulatory recognition of cities in Colombia as actors with international influence.

Proposing as a research objective to verify if the process of international insertion of Colombian cities, and especially Bogotá, obeys the progressive assimilation of urban public policy derived from the legal application and institutional adaptation of neoliberalism with special development from the enactment of the 1991 Constitution.

With this objective, the chosen period of time (1950-2019) is divided into three parts according to the same number of periods of recent Colombian history necessary to understand the transformations of the State on urban policies and the spatial repercussions of the introduction of neo-liberalism in Colombia. This moment implied deep normative and institutional mutations for urban public policy and the administration modes of the Colombian State.

The research uses the historical methodological design based on the documentary review of instruments issued by government actors and official reports with urban incidence, mainly the district and national norms after 1950 and the development plans of Bogotá along with the documents issued by the Consejo de Política Económica (CONPES) since 1991.
