Abstract

Citizen participation transcends the right to elect and to be elected; it is a substantial element of democracy and the guarantee of the exercise of rights in local development. This article presents the results of a study conducted in the locality of Chapinero in Bogotá on citizen participation and its impact on public decisions. The study indicates that this participation is formalized to legitimize institutional decisions in compliance with legal regulations and district and local development plans. The population, territorial and economic diversity of the locality generates an equally diverse, fragmented and non-binding participation.
