What are the government mechanisms that facilitate or impede return processes and how do they function? On the basis of documentary research and in order to answer this question, we discuss the implications of the materialization of action frameworks by both institutions and the population immersed in the displacement processes caused by the armed conflict. We present this phenomenon as part of a Colombian public policy aimed at the reparation of victims of forced displacement.
