The critical linkages between poverty, economic inequality, the deficit of decent work and social exclusion have been recognized as the substantial obstacles to implementation of development at the World Summit for Social Development in 1995. In this context , a study is proposed qualitative to the conditional cash transfer (CCT ) as generated instruments and articulated to reverse poverty and social exclusion, externalizing their problems and challenges , mainly related to the joint, convenience, legitimacy and functionality through a detailed analysis of opportunity , instrumentation and control to display its effects.
