Considering the seven municipalities that make up the Rionegro agglomeration, this work studies the territorial planning and the specific tax aspects, while perform a literature review of these topics and economic agglomeration with the purpose of identifying the compliance with the norm and institutional and social behavior of the analysis’ units. Through the exploratory analysis of data, the official information constructed with layers of cartographic information and population projections of each municipality, the study makes deductions about the relation of the variables included for having elements that allow the verification of hypothetical behaviors of people and institutions, associated with the characteristics of the territorial planning and the importance assigned to it in terms of collective consciousness as a way of organizing social and economic activities. The study finds a possible conflict between the established in the judicial framework in regards to territorial planning and the behavior of institutions and people.
