In relation to the great current challenge, Latin-American and Caribbean countries are introducing different proposals regarding regional integration. In order to understand which forces operate within A rgentina to lead the country to diverse projects, such as MERCOSUR or the Banco del Sur, it is necessary to consider the different issues that have defined its historical development. Therefore, economic and political changes that took place in the international arena after the fall of Berlin's Wall must be taken in consideration. It is also essential to analyze the various economic and social fractions which have affected the decision making, as well as the subordinated segments of society which have suffered the consecutive neoliberal economic policies since the seventies. The challenge is to move forward to the construction of a self-sustained growth plan that does not leave aside wealth redistribution, and that aims to reduce the problem of economic dependency -in particular, regarding the external debt- as well as political dependency, strengthening participative and cultural democracy.
