Abstract

The article generally reviews certain aspects of building the decentralization process in Chile, mainly in the educational sphere. It begins by examining the path of decentralization using historical and legal points of reference, emphasizing the most significant aspects in terms of structure, participation and distribution of power. It goes on to characterize the first subnational administrations, when the educational function was the responsibility of local entities that, with gradual intervention by the state and the neglect to which they were subjected, lost effectiveness and were replaced by entities more in tune with the central apparatus. Finally, the article reviews the institutional design of educational municipalization during the 1980s that included the delegation of administrative functions regarding educational centers in their jurisdiction, without designing local education policy, distribution of jurisdictions or potential transformation of centralism.
