Abstract

The article seeks to determine the influence of development paradigms on agrarian reforms in Colombia between 1960 and 2020. From a political comparative analysis is used to evaluate proposals for agrarian reform, two paradigms were identified: the structuralist paradigm, emerged in the 1960’s, which involved a deep participation of the State in the distribution of land and emphasis on social spending; and the neoliberal paradigm, emerged in the 2000’s, which involves networked governance, shared sources of financing, and a cost-benefit logic in public investment. Finally, the approach of the Comprehensive Rural Reform (RRI), implemented with the 2016 Peace Agreement, incorporates both structuralist (centrality of the State, social spending, concentration of resources) and neoliberal elements (networked governance, demand universalism). It concludes the mix of structuralist and neoliberal elements of the RRI approach could become future contradictions in the implementation of agrarian policies; and in the need to return to the principles of agrarian reform (solidarity, universality, progressivity) rather than in market instruments.
