Since the establishment of the Constitution of 1991, Colombia recognizes citizen participation as a constitutional value, a fundamental principle and one of the essential purposes of the State, transforming the political system to date and making significant progress in building a state model where citizens, regions and minorities play a key role in defining the collective destiny. The main objective of this work is to analyze citizen participation in Colombia, contrasting major policy changes in recognition of participation as a right. Here, there has been made a conceptualization of citizen participation, its progress and obstacles of its recognition in the Constitution of 91, as well as the main challenges and struggles of the new Democratic Participation Act - Act 2015- 1757, which is studied. This to demonstrate that citizen participation is an essential right for the functioning of the democratic system.
