In this paper we analyze the development of macro urban projects in the northern zone of Cartagena, and its impact on the social structure of the afro-descendant communities that inhabit the area, specifically, in Tierra Baja. To do so, we used a qualitative method of ethnographic kind to collect data through documents, interviews, and direct observation. This paper goes across three parts: first, it addresses the general context. Second, it does an overview of the macro urban project Serena del Mar, Dreamed City. Lastly, we discuss its impact on the local communities (comunidades raizales), and how they resisted these exclusionary urban projects. This line of analysis draws from the theoretical contributions of David Harvey, Montañez Gomez, Sasika Sassen and Henry Lefevre, which allow us to understand and rethink the relationship of these afro-descendant communities with their territories, and their struggle to inhabit the city.
