This investigation presents a seismic evaluation methodology based on resilience, with a focus on the functional recovery times of structures for public use or requiring immediate operation following a seismic event. The case study involves a seven-story reinforced concrete building that was affected by the earthquake on April 16, 2016, in Ecuador. The building underwent seismic reconditioning. The methodology includes a comprehensive assessment of potential damage to both structural and non-structural elements that may be impacted by a seismic event. Additionally, a Resilience Index was developed using a tabulated evaluation with assigned weights for different criteria. The resulting index provides a star rating reflecting the building's level of resilience. The proposed methodology aims to serve as a regional regulatory foundation, promoting resilient communities to earthquakes.
