Abstract

The article addresses the creation of the Federal District in New Granada, the context in which it was mandated, and the debates it sparked among federal, state, and municipal authorities between 1858 and 1864. On the basis of the legal and political controversy that arose, the article discusses how federalism, federal jurisdiction, and the balance of power among the different government levels were conceived in the mid-nineteenth century. The brief existence of the district and the refusal to reestablish it during the time the Rionegro Constitution was in effect are proof of the victory of the more radical factions that proclaimed the precedence of states over federation, thus hindering the construction of a national authority.
