The purpose of this article is to analyze the process of creation and operation of the first and only asylum dedicated to beggars in Santiago de Cali (Colombia) between 1914 and 1934; a charitable institution that was part of an individual and collective sanitation project promoted by the region's elites in a context of urban and demographic expansion where establishments such as hospices, jails, shelter houses, and madhouses emerged to remedy social and moral problems. Due to material limitations, the Asylum was characterized as operating between charity and improvisation, two very important elements in the study of the establishment and that allow us to reflect on the appropriation and adaptation of national and international discourses on health, hygiene, sanitation, and social control in a city like Cali during the first decades of the 20th century.
