ABSTRACT: The enactment of Law 1480 of 201, has generated all kinds of expectations in the country. From those who await the magic solution to all their problems, to those who believe that because of technical errors and lack of clearness, has completely eliminated the few protection consumers had. This research intends to study its multiple provisions, to conclude which are the real changes introduced to the civil liability regime of producers and suppliers as regard to consumers. In this first delivery, the application scope of the new Statute is analyzed, looking forward to clarify Who are the recipients of such rules?, How does its application must be performed?, What changes do this imply as regard to the former rules? and in which way it repeals, complements or modifies the multiple juridical systems with those that coexist in our legal order?.
