From a methodological point of view, this research applies an analytical-comparative system in which, from history and international law, the fundamental elements of US foreign policy are identified. For this purpose, without prejudice and without preconceived ideological conceptions, history is described, as well as the interference of Realism as a theory of International Relations. In turn, in a retrospective, the text analyzes the role of various international organisms and instruments in the configuration of a coherent foreign policy that persists beyond presidential periods.
