The article explores the political reform projects in the Brazilian case. It takes from an unknown aspect the strategies to maximize the electoral gains inherent in the electoral reform proposals. To do this, we analyzed the Proposals for Constitutional Amendment (PCA) presented in the National Congress on the subject of 29 years of Brazilian democracy. We created a database with 493 observations with 52 variables that we grouped into five categories of analysis. We intend to infer the designs proposed in the PCa from the literature (Benoit, 2007; Boix, 1999; Colomer, 2004, 2005, 2018). Us evaluating the possible strategic gains and losses for the parties. The results show that the PCA's do not appear guided by the strategic interests of the parties. Like the literature showed it. Instead of it, the research suggests normative rationality (without maximizing profits).
