This article presents a comparative study of care policies on the early childhood between Chile and Mexico, because they represent the two predominant care trends of children, between the ages of 0 to 4, among the Latin American countries. In Chile, such policies support the human development perspective and are looking for universal coverage. In Mexico, it is considered as part of the strategy against poverty with a plan of targeted coverage. To make the comparison, three dimensions were taken as the basis for the analysis: decision making, regulatory framework and interactions between the political and social actors. The main objective was to identify similarities and differences between the social principles and government structures for infant care. Among the findings, two stand out: first, that both countries favor the health right component over the educational one; and secondly, that they are under maternalist policies, affecting gender equity in a contradictory way by reaffirming women's fundamental responsibility in childcare.
