Abstract

The design of information systems tailored to the needs of the health sector requires special attention, due to the complexity of the information, compatibility and support of the systems required for this sector. Despite national initiatives for the standardization of information shared by health sector entities, there are factors such as the financial deficit of the sector and the poor management of resources that negatively impact this standardization and also on the provision of health services, especially services related to sexual and reproductive rights. Having a framework can contribute to the capture, storage, treatment and consultation of Colombian health information in a standardized, up-to-date and secure way, which is why this article proposes a conceptual framework for the collaborative design of health information systems, initially prioritized for the domain of sexual and reproductive health. The framework consists of a domain ontology, an implementation guide and other components that allow the scalability of this, highlighting the importance of such solutions for this sector, promoting the design of health information systems under the concept of collaborative work between interested organizations. The results show that standardization of information and collaborative work allows to design more efficient and at the same time compatible and interoperable systems, which reduces administrative procedures and the loss of important data in health care.
