Abstract

This article focuses on the constitutional referendum of the five Andean countries, defined as Bolivia, Colombia, Ecuador, Peru and Venezuela. The first part describes the six constitutional referenda held in the region. In the second, it shows that these events were not an expression of "unlimited power" and place an emphasis both in function and in its limits. In the conclusions, is summarized to show the tension between democracy and liberalism, as to understand the legitimacy optic redundant.
