Abstract

Territorial internationalization is a practice that would have been impossible to implement in Colombia under the constitutional framework that existed before 1991. Nevertheless, the implementation of constitutional initiatives to promote inward territorial entities and facilitate international links has given freedom and strengthened local actors’ interaction with global peers based on common interests. This starting point, however, and the development of these practices over the last three decades have opened up new challenges for sub-national entities, in conjunction with national ones, to make the most of the capacities of each of Colombia’s territories and the infinite possibilities that exist within the international order for their development.
