This paper explains the construction and circulation dynamics of the discourses on the different forms of capital regulation in relation to the concept of what is "public" by Public Service Companies (PSCs) in the city of Bogotá. Through this, we try to understand the way in which PSCs have served as governmentality devices based on three discourses: modernization, welfare, and planning. Methodologically, the research applied two social research strategies, documentary analysis and discourse analysis, to examine the information in 94 institutional documents. As a result, it was identified that the imposition of the recognized discourses was a historical strategy used by local elites to maintain control over PSCs for their own interests. Therefore, phenomena such as privatization and nationalization are samples of the same dynamics.
