Abstract

The article discusses the Municipal Landfill Renewal Program (also known as Moravia), implemented by the city of Medellin's administration between 1983 and 1986. The program aimed at solving, through processes of legalization, some of the problems that resulted from 20 years of state neglect. Through historical research, this article aims to study how and why this community's regularization policy was implemented. Through the description of the process of urban configuration and development and the analysis of socio-economic problems, the article analyses how a program of urban intervention eventually subjugated the population to the plans of the local government under the community participation model. This led, amongst other things, to a series of conflicts that confronted different parties involved, undermining neighborhood organizations.
