Abstract

RIZZO, Natalia. Elite Government Officials. The Creation of the Body of Government Administrator in Argentina. Estud. Polit. [online]. 2018, n.52, pp.82-105. ISSN 0121-5167.  https://doi.org/10.17533/udea.espo.n52a05.

In 1984, President Raúl Alfonsín, was determined to create a body of elite officials, and it was under this initiative that the Training Program for Government Administrators was launched. The goal of the initiative was to bridge the gap between political and administrative roles, following the model of the École nationale d’administration in France. The aim of this study is to explain the process that gave origin to this program, its startup and current situation, based on a mainly qualitative methodological approach. In order to do so, it was necessary to reconstruct the personal careers of different key stakeholders, as well as their political and personal connections. New recruitments for this program are currently suspended, however, government administrators continue to perform their duties while on the road to extinction.
