Abstract

This article analyzes the institutional change in Colombia during the period 1991- 2011. It approaches four reforms to the electoral Colombian system, the modalities, the relations between the actors and the factors that them made possible. The argument emphasizes in differentiating the presence of three types of reforms according to these modalities: one in critical conjuncture (1991), other one product of negotiation between the actors who as learning adopted the reform as a need for his own survival and functioning as structures partial (2003) and two in a context in which a partisan coalition possessed the sufficient force to impose the change (2004 and 2009). Is outlined the presence of a situation of institutional quasi-volatility and of instability in the frames of political regulation. The article divides in four paragraphs that realize of each one of the institutional changes and a brief conclusive closing.
