Abstract

The railways were boosted by foreign capital and promoted by the Argentine liberal State. In the 20th Century, with the changes in the development model, the system went into decline and its current flourishing is proposed to decrease territorial inequalities. Since then, many planning strategies have emerged at national and supranational level. However, the dynamics of the plans and projects is tied to the future of the Chinese economy, as this country is the main commercial partner and infrastructure investor in Latin America. In consequence, the regional policies are, again, subordinated to those exogenous logics. With a qualitative methodological approach, the article analyses some official documents and is divided into three parts: a historical exploration of the railway, a critical study of the stage of greater territorial planning called neo-developmentalist and a review of these processes in light of the reestablishment of neoliberal policies.
