Abstract

This article analyzes the presidential power in Colombia, specifically the legislative powers and partisan powers during the period 1991-2014. The central thesis is that the Colombian presidential system is not as strong as is often seen. The presidents are subject to strong pressure from the parties and Congress and are bound to negotiate with these supporting policies and projects offering selective incentives. These relationships are typical of a compromise based on fabricated presidential coalitions, institutionalized patronage and executive branch with broad authority and powers, but limited and conditioned.
